Partnerships, employer relationships and sub-contracting
The Prevent duty needs to be integrated into agreements with sub-contractors and partner organisations.
The Prevent duty guidance states that where an institution has sub-contracted the delivery of courses to other providers, there is an expectation that robust procedures to be in place to ensure that the sub-contractor is aware of the Prevent duty and the sub-contractor is not inadvertently funding extremist organisations.
For apprentices there should always be a named individual in the workplace who the apprentice knows to go to highlight a Safeguarding concern. This will include a concern relating to preventing extremism.
Apprentices should also have a named individual to contact in the provider organisation (e.g. Independent Learning Provider or College) who will be the first point of contact for any Safeguarding concern, including Preventing extremism.
Assessors, trainers, teachers or lecturers should find opportunities to promote British values and challenge extremism in their sessions with apprentices as with students.
Activity
An apprentice Khalid has contacted his mentor in the firm where he works to say that some of his fellow employees are viewing pictures of extremist violence and extremist literature online.
Khalid is distressed but does not want his fellow employees to know he has made the disclosure.

Suggested actions
This needs to be referred to the Safeguarding team or officer from the provider organisation who will assess the information. If they feel that there is a risk of exploitation by extremists, they should seek advice/guidance from their local Prevent FE/HE Coordinator or the local Prevent team.
Not every Prevent referral is a Channel referral as Channel is a tactical option of Prevent.
Individuals who are over 18 years of age need to give consent to be referred to Channel. If they are under 18 years of age their parent or guardian will need to consent to participating in Channel.
The issue of consent will be dealt with by the local Prevent team. If they decide the individuals are vulnerable they should be referred to Channel through a police, FE or local authority Prevent Coordinator.
